Systems Command intends to contract with the Northrop Grumman
Corporation for the delivery and installation of Engineering Change
Proposals (ECPs) 411R1 (Hawkeye 2000 Export (HE2Ke) Upgrade Program)
and 422R2 (15-ton vapor cycle kits) to support the Japan Air Self
Defense Force (JASDF). ECP 411R1 provides for delivery and installation
of two upgrade kits, spare parts and tactical software. ECP 422R2
provides for delivery and installation of a 15-ton vapor cycle
consisting of three kits, Nonrecurring Engineering (NRE), Installation
Data Package (IDP) and spare parts. Northrop Grumman, as the E-2C
system integrator and manufacturer, is solely qualified to develop,
produce and install the Hawkeye 2000 Export Upgrade due to its
technical knowledge of the E-2C's highly complex systems necessary to
complete this effort. The Government does not own the technical data
package required to compete this effort. Only Northrop Grumman is
familiar enough with the production effort required to provide the
supplies and services required for contract completion within the
desired schedule dictated by JASDF's needs. See Note 22. NAVAIR
