The Naval Air Systems Command has a requirement to purchase
modification kits to upgrade 17 Block 82 aircraft to the Block 89A
configuration and 12 Block 89 aircraft to the Block 89A configuration.
The proposed requirements also include an option for 15 Block 82 to
89A and 15 Block 89 to 89A upgrade kits and a second option for
approximately 15 Block 89 to 89A upgrade kits. In addition, engineering
and logistics effort to provide for the modification and manufacture of
the upgrade kits will be included in the proposed contract. The upgrade
will result in the incorporation of common avionics non-development
items into the aircraft (ARC-210 radio, embedded global positioning
system/inertial navigation system and the integration of an existing
high speed integrated circuit card into the AYK-14 computer). The
Government intends to negotiate solely with Northrop Grumman
Corporation (NGC), Bethpage, NY pursuant to Title 10 U.S.C. 2304(c)(1),
only one responsible source. NGC is the sole designer, developer, and
manufacturer of the EA-6B airframe, and as such is the only known
source with the engineering expertise, source data, facilities and
knowledge to provide the required effort. This synopsis is for
