Warfare Systems Center, San Diego (SSC, SD) Code 336, is seeking
potential sources to supply the Navy with a commercial off-the-shelf,
non-developmental Secure Digital Communications Control System (SDCCS).
The secure digital communications control system shall provide secure
switching at the Joint Southern Reconnaissance Operations Center's
(JSSROC) central operations facility. The SDCCS shall provide users
access to and control of secure and non-secure multi-channel
radiophone, intercom, and telephone communications circuits. This
system shall provide all necessary processing equipment, user
consoles/positions, control equipment, and interfacing equipment
required to integrate the communication suite for JSSROC. The SDCCS
shall provide rapid, reliable communications between system users and
other users within the facility, users at other facilities, and
participating operational units. The SDCCS shall provide secure
communications control, user consoles, and required interfacing to meet
the overall JSSROC communications requirements. The SDCCS shall be a
distributive processing digital based electronic switching system.
Functionally, the SDCCS shall consist of switching control processors,
multiple user consoles, redundant electronic switching networks,
internal Built-In-Test Equipment (BITE), magnetic storage device,
printer, self contained power supplies, and multiple Input/Output (I/O)
ports for interfacing to external devices. The SDCCS shall be
programmable and easily reconfigurable to provide flexible operational
adaptation to meet communication requirements. The SDCCS shall be
compatible with and interface to a number of external devices,
including but not limited to: cryptographic devices for secure
communications, networking multiplex/demultiplex subsystem,
communications recorder/reproducer subsystem, telephone equipment, and
remote radios. The SDCCS shall provide internal communication between
all user consoles and shall be designed to be fail-safe with built in
redundancy.The SDCCS as delivered shall contain 27 user consoles and
shall be expandable to connect a minimum of 40 user consoles without
engineering or software modifications/changes to the system. The SDCCS
shall provide fully automated voice communications capabilities for
Red and Black devices, interfaces and networks. The SDCCS shall provide
107 dB of isolation between Red and Black matrices, devices or ports.
Attachment 1 (see link below) outlines the detail specification
characteristics that are the current requirements for the SDCCS. SSC
San Diego is looking to upgrade this capability. The SDCCS
specification (attachment 1) may be accessed by going to the SPAWAR
Business Opportunities Home Page. Any offeror who can provide an item
which meets the above characteristics should, at a minimum, submit the
following information: System description and performance which
addresses the desired capabilities, the cost for the system, the
included capabilities at the submitted cost, upgrade path, production
rates, length of time product has been on the market, quantities
produced to date, supporting technical documentation, warranty
information, test reports/supporting data, logistics infrastructure,
performance/reliability data, and the appropriate company points of
contact. Interested parties must indicate whether they are small
business, small disadvantaged, or 8(a). This is not an RFP, a promise
to issue an RFP, nor will the government pay for information received
in response to this synopsis. Acknowledgment or receipt will not be
made nor will telephone inquires be honored. The information shall be
submitted to the Space and Naval Warfare Systems Center, Attn:
