Assistance. The Grantee invites submission of qualifications and
proposal data (collectively referred to as the "Proposal") from
interested U.S. firms which are qualified on the basis of experience
and capability to perform technical assistance for the proposed
concessioning of Cameroon's airports. Cameroon is one of eight African
countries identified under the Department of Transportation's Safe
Skies Initiative. While its principal airports at Douala and Yaounde
are not expected to service flights to the U.S. in the immediate
future, they host a significant volume of international traffic. The
government of Cameroon has embarked on a campaign to upgrade security
and safety at these airports and improve the country's ability to
manage north-south traffic through higher altitudes over the country.
To accomplish these goals, the government plans to cancel the existing
management contract, restructure the management of the sector, and
re-concession the operation of a bundle of airports that are
commercially viable. The operation of seven airports, including Douala
and Yaounde, has been concessioned for the past five years to a
consortium of private firms. During this five-year period, the owners
have incurred financial losses and the airports have deteriorated
further due to a lack of investment. The government anticipates
canceling the concession as of December 31, 1999 and must determine a
future strategy for the airports. The Government stopped subsidizing
the seven airports in 1990, and since then the facilities have
deteriorated. Aeroports du Cameroun (ADC), with its 29% interest in the
joint venture concession, has been actively managing the airports and
in the past five years has maintained a negative balance sheet. ADC is
receiving technical assistance from Aeroports de Paris (ADP), which
has a 34% interest. ADC feels that only Douala and Yaounde are viable.
One of the other airports has only one 737 landing every other day.
Another airport handles only 100 passengers daily. ADC supplies all
airport equipment and, due to the airports' poor condition, the
airlines have been filing complaints. The safety and security situation
is now reaching emergency proportions. Some of the immediate problems
to be addressed include: inoperative air traffic control and
communications equipment, faulty lighting, broken tarmacs, water
dripping through concrete, aircraft ladders not functioning, dangerous
electrical problems, seats torn in the waiting halls, and a lack of
security. The technical assistance will consist of two parts. Part 1 --
Technical Advisor For The Commercialization/Privatization Of The
Cameroon National Airports includes the following tasks: 1) Collect and
review all relevant studies and other available information on the
current airport services and infrastructure; 2) Assist in the
identification of the terms of concession and process, including the
identification of economic benefits not included in any prior economic
analyses; 3) Develop a financial model that evaluates the proposed
privatization options; 4) Review existing concession agreements,
prepare an exit strategy, and prepare a concession agreement to be used
for the future concessions; 5) Prepare implementation strategy plan; 6)
Prepare integrated operating plan; 7) Assist in the preparation of
bankable documents addressing the requirements of the potential lending
institutions or private investors; 8) Examine the environmental impact
of the project; 9) Assist the Cameroon Ministry of Transport in moving
the adopted concession program to implementation, and 10) Identify U.S.
companies interested in airport concessions and U.S. suppliers
ofproducts. Part 2 -- Concessioning of the Airport Ground Support
Equipment consists of the following tasks: 1) Assess the needs in terms
of ground handling equipment; 2) Identify of the terms of concession
and process; 3) Prepare an implementation strategy plan; 4) Prepare
bankable documents that address the requirements of the potential
lending institutions or private investors; 5) Prepare Request for
Tender in coordination with the Ministries of Transport, Finance,
Public Investment, and other relevant government agencies; 7)
Definition of evaluation criteria; 8) Assist with proposal evaluation;
and 9) Identify U.S. companies interested in airport concessions and
U.S. suppliers of products. The U.S. firm selected will be paid in U.S.
dollars from a $160,850 grant to the Grantee from the U.S. Trade and
Development Agency (TDA). A detailed Request for Proposals (RFP), which
includes requirements for the Proposal, the Terms of Reference, and a
background definitional mission report are available from TDA,at 1621
N. Kent Street, Suite 200, Arlington, VA 22209-2131. Requests for the
RFP should be faxed to the IRC, TDA at 703-875-4009. In the fax, please
include your firm's name, contact person, address, and telephone
number. Some firms have found that RFP materials sent by U.S. mail do
not reach them in time for preparation of an adequate response. Firms
that want TDA to use an overnight delivery service should include the
name of the delivery service and your firm's account number in the
request for the RFP. Firms that want to send a courier to TDA to
retrieve the RFP should allow one hour after faxing the request to TDA
before scheduling a pick-up. Please note that no telephone requests
for the RFP will be honored. Please check your internal fax
verification receipt. Because of the large number of RFP requests, TDA
cannot respond to requests for fax verification. Requests for RFPs
received before 4:00 PM will be mailed the same day. Requests received
after 4:00 PM will be mailed the following day. Please check with your
courier and/or mailroom before calling TDA. Only U.S. firms and
individuals may bid on this TDA financed activity. Interested firms,
their subcontractors and employees of all participants must qualify
under TDA's nationality requirements as of the due date for submission
of qualifications and proposals and, if selected to carry out the
TDA-financed activity, must continue to meet such requirements
throughout the duration of the TDA-financed activity. All goods and
services to be provided by the selected firm shall have their
nationality, source and origin in the U.S. or host country. The U.S.
firm may use subcontractors from the host country for up to 20 percent
of the TDA grant amount. Details of TDA's nationality requirements and
mandatory contract clauses are also included in the RFP. Interested
U.S. firms should submit their Proposal in English and in French
directly to the Grantee by 1:00 P.M., Monday, June 26, 2000 at the
above address. Evaluation criteria for the Proposal are included in the
RFP. Price will not be a factor in contractor selection, and therefore,
cost proposals should NOT be submitted. The Grantee reserves the right
to reject any and/or all Proposals. The Grantee also reserves the
right to contract with the selected firm for subsequent work related to
the project. The Grantee is not bound to pay for any costs associated
