term contract to provide all personnel, materials, facilities and
equipment necessary to provide space planning and interior design
services to the General Services Administration (GSA). Space Planning
services in GSA controlled buildings and or facilities within the
service areas that follow: Commonwealth of Pennsylvania; State of New
Jersey excluding Morris, Bergen, Essex, Hudson, Passaic, Union,
Middlesex, and Monmouth counties; State of Delaware; State of Maryland
excluding Montgomery and Prince Georges Counties; Commonwealth of
Virginia excluding Arlington, Alexandria, Loudoun, Prince William and
Fairfax Counties and the State of West Virginia. The period of service
shall be for a base year with the possibility of four options of
one-year each, beginning around December 2000. Competitive proposals
are being solicited using Best Value criteria. The criteria used to
determine Best Value will be provided in the solicitation package.
Price proposals will be separated from the technical proposals, so the
evaluators may review and evaluate the technical merits of each offer
without any bias towards price. After the evaluators have reviewed all
proposals in accordance with the criteria, a competitive range based on
both technical and price factors will be developed. If required,
negotiations will be conducted with all of the offerors in the
competitive range. The Government has reserved the right to award based
on initial proposals, if negotiations are not necessary. If
negotiations are required and best and final offers (BAFO's) are
requested the process outlined above will be followed during the review
of the BAFO's. The solicitation will be posted on the World Wide Web at
http://eps.gov. There will be no paper copies of the solicitation
available through this office. Offerors may obtain a copy of the
solicitation through either the Web site or by requesting a copy on a
CD-ROM. The solicitation will be available and posted on the web site
during the week of June 5, 2000. Requests for a copy ofthe solicitation

is set-aside 100% for small businesses. Offerors are encouraged to
attend a pre-proposal conference to discuss project requirements and
the selection process. The conference will be held on June 19, 2000 at
the Wanamaker Building, 100 Penn Square East, 7th Floor, Conference
