A-E Services for an On-Site Electronic CADD Manager to Develop,
implement, and manage the Army's Integrated Training Area Management
(ITAM) program as well as the As-Built filing system for the
Directorate of Public Works, Fort Lee, Virginia. In addition to the
CADD Manager, the proposed team shall consist of an individual or
individuals to assist the CADD Manager for all Engineering Technical
assistance associated with in-house design issues. The services that
may be required will consist of but not limited to specific CADD,
Graphic, and Word Processing oriented programs such as but not limited
to AutoCADD, Intergraph, Corel Draw, ArcCadd, and ArcView, and MS
Office; Develop and Maintain a filing system for existing As-Built
drawings and Data Storage Files; Scanning existing drawings and text
files for electronic recovery and conversion from rastor to vector
formats utilizing various software applications; Develop and maintain
multiple databases; Creation of multifunctional databases to link
drawings by file numbers; and Assisting of the in-house reproduction
services. A majority of all work requirements shall be performed within
the Directorate of Public Works, Building 6205, Fort Lee, VA.
Supervision and administration for all work shall be the responsibility
of the selected A-E firm. The contract is anticipated to be awarded in
September 2000 with an anticipated start date of October 1, 2000. Any
contract resulting from this announcement will include one (1) Base
Year with four (4) Option Years. Each contract period shall run from
October 1 -- September 30 for any given year. ****SELECTION CRITERIA:
The following evaluation criteria are in descending order of
Importance. Criteria A, B, C, & D are primary. Criteria E is secondary
and shall be used as a "tie-breaker" among technically equal firms.
****A. PROFESSIONAL QUALIFICATIONS. The selected firm and individual(s)
of the proposed team must possess personnel with an established
track-record of performing the same or like services. Provide project
specific examples to include the names of the proposed individuals and
the work that was performed. ****B. SPECIALIZED EXPERIENCE and
TECHNICAL COMPETENCE for the type of work required. Provide project
specific examples to include the names of the proposed team members and
the work that was performed. ****C. CAPACITY TO ACCOMPLISH WORK in the
required time frame. Provide specific examples of completing the same
or like work on past contracts/projects. ****D. PAST PERFORMANCE on
similar contracts with Government agencies and/or Private Industry in
the terms of Quality of Work, and compliance with mandatory performance
and delivery schedules. ****E. LOCATION of the firm and the proposed
individual(s) to the general geographical area of the project. A Firm
Fixed Price Contract will be negotiated and awarded for the Base and
all four Option years. SUBMISSION REQUIREMENTS. This is NOT a Request
for Proposals (RFP). Interested Firms having the capabilities to
perform the anticipated services must submit an original SF 254 and SF
255. The SF 254 and SF 255 MUST clearly state the Professional
Qualifications, Specialized Experience, Technical Competence, Capacity
to Accomplish Work, and Past Performance for all key personnel to be
utilized under this contract for the purpose of evaluation for the
required services. Interested firms shall only submit information
relevant to the required services (i.e., Electronic CADD Manager &
Engineering Technical Assistance team). Any other information provided
and contained within the SF 254 and/or SF 255 that is not directly
related to the required services will be disregarded for the purpose of
Evaluation. All requirements of this announcement MUST be met for a
firm to be considered responsive. The complete package must be received
at the following address by 3:00 PM Monday June 12th 2000. No
