E-MAIL: Sue Messina, susan.messina@uspto.gov. The United States Patent and Trademark Office (USPTO) plans to award a contract on a sole source basis to Derwent Information Limited, Derwent House, 14 Great Queen Street, London, WC2B 5DF, England. The purpose of this requirement is to provide access to a database of value-added international patent to USPTO staff. The USPTO requires "English Language Abstracts" and bibliographic data records covering substantially all the world's issuing "patent" documents. This information is needed by the USPTO to meet its mission responsibilities pursuant to patent laws and patent examining support procedures. The scope of this requirement is to lease to the USPTO a database of value-added international patent information for loading in-house and additionally provide limited access to DWPI database through commercial hosts. Derwent World Patent Index (DWPI) is an essential research tool for Patent Examiners who must conduct patentability determinations and search for prior art worldwide. DWPI contains information such as an enhanced title, claims-based extended abstracts, proprietary deep-indexing, novelty information, patent family information and ability to retrieve documents using the International Patent Classification assigned by each patent office, which is not available in other commercially available patent information databases. The USPTO has loaded the DWPI database in-house. The DWPI database is available in-house for unlimited internal use through its computer search system. Limited access to DWPI through commercial hosts will provide additional search capabilities for selective technologies. Due to the specialized combination of expert knowledge required, and access to Derwent proprietary database, the USPTO has identified Derwent as the only source available to meet its unique requirements. Derwent technicians have a high level of training, familiarity and competence in DWPI and Derwent indexing. The anticipated period of performance for this requirement is one year and four option years. Posted 05/09/00 (D-SN453178). (0130)
