to issue a Request for Quotation (RFQ) for one (1) Fluent Four-Process
License for Lease, Maintenance, and Updates for Fluent CFD Program.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GRC intends to purchase the items from Fluent,
Inc., Lebanon, New Hampshire under the authority of 10 U.S.C.2304(C)(1)
Only one responsible source and no other supplies or services will
satisfy agency requirements. The Fluent code, used for modeling fluid
flow, heat transfer, and chemical reactions, has been used at the Glenn
Research Center (formerly Lewis) since 1987. Thousands of case and data
files have been generated using this code; such files would be
unreadable by any other similar code. Without Fluent, the results
generated during the past twelve years would be inaccessible. In
addition, licensing a code other than Fluent would result in additional
costs associated with training on the new software, new code
documentation, and the time required to learn how to use the new code
and verify its performance. Since Fluent, Inc. is the originator of the
software license and holds the source code, no other source is able to
provide the support services required. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on May 24, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. OMBUDSMAN
