(FDIC)is seeking sources to indicate interest in providing a
commercial-off-the-shelf (COTS) Tax Information System. The system must
support Federal tax practices and regulations and should allow for
customization to meet FDIC unique requirements and for inclusion of
enhancements to accommodate new IRS Tax initiatives. THIS IS NOT A
REQUEST FOR COMPETITIVE PROPOSALS. The purpose of this notice is to
develop a list of well-qualified firms who can provide an integrated
COTS package. Companies are invited to submit a conceptual approach
that accomplishes the FDIC's goals and to provide complete information
discussing the following qualifications and experiences: (1)
Experience in providing and installing a major/federal integrated IRS
Tax COTS package which supports 7000+ employees, incorporates Federal
rules and regulations, and supports customization and enhancement;
Examples of products provided by your company that are currenly being
used by the Federal Government would be highly desirable, (2)
Experience in providing ongoing support and maintenance for an
integrated IRS COTS package, and (3) Specific information on how your
proposed integrated IRS COTS package can satisfy FDIC requirements.
BACKGROUND: In order for this mainframe software application to satisfy
FDIC's 1098/1099/5498 information return filing requirements and stay
in compliance with the Internal Revenue Service, the software requires
modification for each tax year. The FDIC Technical Environment
consists of multiple platforms, e.g., centralized mainframe,
centralized and distributed client/server, multi-tiered architecture,
PCs and laptops, with a private wide area network and over three
hundred local area networks. The mainframe environment includes a
large-scale IBM processor running the OS/390 Operating System and using
DB2 5.0 as the DBMS. The LAN environment runs on Windows NT 4.0 and the
standard desktop configuration is Windows 95 and Microsoft Office
Suite. Microsoft SQL Server 6.5 is the database software running on
LAN. The messaging environment is based upon Exchange 4.0 with
Microsoft Outlook as the workstation client. The FDIC security software
includes ACF2 on the mainframe, Windows NT security on the LAN, Entrust
for Public Key and encryption, and Secure Socket Language for
encryption on the Extranet. Requirements: Generally, the system must
run in the FDIC's standard Technical Environment, be accessible at
employee workstations, and enable sharing of IRS data between all FDIC
Regional Offices and the FDIC Headquarters Office. The system needs to
provide integrated support, online reference, information, advice, and
learning experiences, with the goal of being "up to speed" and ready
in the shortest possible time. It has been determined that the
following requirements are critical: (1) Flexibility of the software to
fit seamlessly within the existing FDIC technological infrastructure;
see BACKGROUND above for details, (2) Ease in handling and editing
multiple accounting code elements, (3) Ability to process 1099s for
multiple locations (4) Ease of interfacing to the FDIC General Ledger,
(5) Ease of receiving interfaces from other 1099 reporting systems (6)
Ability to electronically transmit 1099 files to the IRS (7) Report on
1099 data by Location Code and Financial Institution Number (8) Report
on 1099 by source system (9) Report on 1099 by Form Type (10) Ease of
implementing the system, i.e. little or no customization necessary, and
(11) Ability to process for multiple tax years. FIRMS responding to
