Technology Service, Region 8, Denver and its client, the United States
Air Force, Peterson AFB, Colorado Springs, Colorado intend to procure
on a Sole Source basis from Denver Technological Laboratories, Inc.,
5675 DTC Blvd., Suite 240, Englewood, CO 80111, Telephone: (303)
850-0495 the following services: Contractor will provide necessary
labor and incidential materials for the upgrade of the Early Warning
Radar (UEWR) system at the CISF. This includes identifying the system
to be accredited, assumptions, questions, an approach, schedule, and
hours/cost estimated for the effort. PURPOSE: The UEWR system a the
CISF is a development, maintenance and testing environment supporting
simulation activities as determined by Ballistic Missile Defense
Organization (BMDO) Research & Development. The system is a Group IV --
Non-mission Essential system as defined in AFSSI 5024, Volume I, dated
1 sept 97. The system processes data up to and inducing SECRET in
theSystem High security mode of operation. The UEWR system primary
hardware components providing security include 2-Silicon Graphics
ORIGIN 2000, 4-Silicon Graphics O/2 workstations, a CISCO 4700-M
router, and a KIV-7HS Encryption Device. The primary software
components providing security include Silicon Graphics IRIX, Oracle,
and CISCO IOS. The UEWR system includes four external interfaces and
two subsets. IMPACT: The current Interim Accreditation expires on 15
Jul 2000, thus, significant time is needed to review and approve
accreditation packages; it is recommended that a phased approach be
used to support continued operations and acquire a new accreditation.
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Denver
Technological Labs is currently doing the exact work on two other
projects at this location. DTL will continue to provide satisfactory
service for the Accreditation project. Given DTLs close proximity;,
their familiarity with the type of work, and past performance, it has
been determined thatDTL should be awarded a negotiated contract on a
sole source basis. Concerns having the ability to furnish the above
services on a competitive basis are requested to give written
notification (including the telephone number for a point of contact) to
the acquiring office listed in this notice within 15-calendar days from
the date of the synopsis. This notification should clearly show your
ability to do so without compromising the quality, accuracy and
reliability of this requirement. This is not a formal solicitation.
However, concerns that respond should furnish detailed data concerning
their capabilities and may request a copy of the solicitation if one
becomes available. All information is to be furnished at no cost or
