Space Wing, Vandenberg AFB, is soliciting offers to perform an infrared
survey/inspection on switching stations and substations as outlined
below. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation. Quotes are being requested and a
written solicitation will not be issued. The solicitation number is
F04684-00-T0687 and will be issued as a request for quotation. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-16. The SIC code is
8734 and the size standard is $5,000,000. This acquisition is a 100%
small business set-aside. The Contractor is to provide all labor,
tools, parts, materials, transportation, facilities and supervision
necessary to accomplish the following tasks: 1) Perform an Infrared
Survey/Inspection at one(1) 70 kV Switching Station and seven(7) 70kV
substations. 2) Scan all primary poles entering and leaving locations
listed above for hot spots. Provide color photos identifying hot spots
and the respective facility number. Contractor is required to provide
their own high-reach vehicle to scan A-Frame Structure and other tall
structures associated with the station and substations. This work will
take place at facilities 536, 677, 1230, 7315, 21170, and 23101 on
Vandenberg AFB. Please indicate in your quote the number of days to
complete the work listed above. Due to the nature of this work, a
site-visit will be held for all interested parties. The site visit will
be conducted 17 May 00 at 8am. If your firm is interested in attending

listed below for further details. All requests to be included in the
site visit must be received by 4:00 pm on the 16th of May 2000. The
provisions at FAR 52.212-1, "Instructions to Offerors-Commercial" apply
to this acquisition. The provisions at FAR 52.212-2,
"Evaluation-Commercial Items" apply to this acquisition. This item
being procured and will be awarded using simplified acquisition
procedures in accordance with FAR 13.0. Offerors must submit a
completed copy of the provision at FAR 52.212-3, "Offeror
Representations and Certifications-Commercial Items." The clause at FAR
52.212-4, "Contract Terms and Conditions-Commercial Items" applies to
this acquisition. DFARS clauses are incorporated in this solicitation
with the same force and effect as if they were given in full text. The
