Rogers (562)494-5930 The Greater Los Angeles Healthcare System, Los
Angeles, California has a requirement to Retrofit Elevators Various
Buildings. Solicitation Number RFP 600-128-00. Project Number
691-99-106. The Standard industrial classification (SIC) is 1796. The
contract completion time will be for One (1) year and Two (2) months.
Summary of General Intention: Contractor shall furnish inspection and
maintenance service on entire elevator installation for a period of (1)
year after completion and acceptance. Contractor shall completely
prepare site for building operations, including demolition and removal
of existing structures, and furnish labor and materials and perform
work for repairing eleven (11) elevators in Buildings B-213, B-214,
B-215, B-217 and B-500, associated work according to specifications.
Project will renovate antiquated and aging elevators on the station and
correct any elevator code deficiencies. The renovation will include
rework of the hoist motors and elevator cab interior, replacement of
roller guides, door operators, elevator cab control panels, hall
lanterns, hall call buttons, elevator cab doors, elevator motor
generator, elevator controller and hoistway doors. Elevator Safety
edges to be replaced with infrared door curtains. This acquisition is
not set aside for small business. Small and disadvantaged firms are
encouraged to participate as prime contractors or as members of joint
ventures with other small businesses. All interested contractors are
reminded that the successful contractor will be expected to place
subcontracts to the maximum practicable extent possible with small and
disadvantaged firms in accordance with the provisions of Public Law
95-507. AWARD of a firm-fixed price contract will be made, under full
and open competition, based on overall Best Value to the Government.
EVALUATION FACTORS: Proposals will be evaluated based on the factors
and sub-factors contained in the solicitation. Technical Proposal
Outline for evaluation factors are (1) Experience and Technical
Approach (2) Past Performance (3) SDB Participation (4) Price Proposal.
All evaluation factors other than cost or price, when combined are
significantly more important than cost or price; however as technical
proposals become more closely scored, cost or price may become of equal
importance. The offeror shall demonstrate satisfactory Past Experience
on current or completed contracts, similar in size and complexity to
the requirement of this RFP. The VA will not pay any costs incurred for
the preparation and submission of proposals. This solicitation will be
issued on or about June 14, 2000. To obtain a copy of the solicitation
package only written or FAX request on company letterhead received
directly from the requestor is acceptable. No telephone requests will
be acceptable. All requests SHALL include: (1) company name, (2)
address, (3) telephone number, (4) point of contact, (5) and
