The U.S. Army Engineer District, New Orleans, has a requirement for qualified personnel possessing the required technical ability as well as the appropriate shop facilities, equipment, tools, supplies, repair parts, accessories and all other resources necessary to disassemble, clean, inspect, analyze, diagnose, repair, recondition, reassemble and maintain four(4) Government-owned, 600 R.P.M., marine diesel engine units installed on the Corps of Engineers sea-going Dredge WHEELER. The engines are Cooper-Bessemer, 2 each, Model KSV-16T, 5200 H.P., Serial Number 7198 and 7199, and 2 each, Model KSV-12T, 4300 H.P., Serial Number 7200 and 7201. The services shall be provided wherever the WHEELER is located. The WHEELER's work port is located at Venice, Louisiana for dredging operations on the Mississippi River and it also performs dredging assignments throughout the Gulf Coast area and elsewhere. The WHEELER's home port is located at the US Army Engineer District, New Orleans; 7400 Leake Ave., New Orleans, Louisiana 70118. Technical evaluation factors shall be set forth under Section M of the solicitation. Award will be made to the Offeror whose proposal conforming to the solicitation is determined to be the best value to the Government. The evaluation factors are listed in their descending order of importance as follows: 1.) Technical, 2.) Past Performance/Company Experience, and 3.) Price. This requirement is being procured as a firm fixed price, negotiated, commercial, IDIQ requirements type service contract with a base period and four(4) option periods in accordance with FAR PART 12 and FAR PART 15. This acquisition is being set aside 100% for small business. The Standard Industrial Code for this procurement is 7699 with annual receipts not exceeding $5M. NOTE: Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun & Bradstreet. Registering may take up to three(3) weeks to process. Recommend registering immediately in order to be eligible for timely award. Request for this RFP shall be in writing, stating the RFP number, complete company name, point of contact, address, area code and telephone number, and facsimile number.
