The purpose of this contract will be the continued services of this organization in lending and providing technical assistance to loan guarantee program borrowers and lenders. The services to be provided include the continued refinement of loan and guarantee documents for prospective borrowers such as health center grantees; technical assitance to explain parameters and conditions contained in these documents; and administering equity requirements and required borrower issues due to legislative language. NCB is the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1). A Justification for Other Than Full and Open Competition is on file.
