The Contractor shall provide quality control, management, technical expertise, labor, materials, supplies, equipment, and supervision necessary to perform custodial services as described herein. The work shall be located at: Naval Air Station, North Island, Naval Amphibious Base, Coronado, Navy Outlying Field, Imperial Beach, MCAS Miramar, Fleet Combat Training Center, Pacific (Point Loma), San Clemente Island, Naval Aviation Depot, North Island, and Regional Support Activity, San Diego, California. The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering the following: FACTOR A -- Experience/Past Performance (Subfactor A.1 -- Specific custodial/janitorial experience and past performance); FACTOR B -- Management/Administration Plan (Subfactor B.1 -- Management Plan for Work Accomplishment; Subfactor B.2 -- Detailed Management Plan for Quality Control; Subfactor B.3 -- Management Plan for Contract Administration; and Subfactor B.4 -- On Site Staff and Organization Structure) and FACTOR C -- Price. When the proposal is evaluated as a whole, Factor A is more important that Factor B (Experience/Past Performance and Management/Administration Plan). Factor C (Price) is approximately equal in important to the technical factors combines. The importance of price will increase if offerors in the competitive range are considered essentially equal in terms of technical capability, or if a price is so significantly high as to diminish the value of technical superiority to the Government. A Site Visit and a Pre-Proposal Conference will be scheduled at a later date. Key subcontractors are encouraged to attend. Only one Site Visit will be offered. This is not a public bid opening. The estimated cost is more than $10,000,000. A combination Firm-Fixed Price/IQ Contract is anticipated and will include a base year and four option years. The Standard Industrial code is 7349 and the annual size is $12 million. This RFP is a Competitive 8(a) Small Business Set-Aside Procurement. Proposals will be considered from all responsible sources.
