This is a notice of intent to issue a Request for Proposal on a noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1) "Only One Responsible Source", to Shore Disposal, POB 7, Painter, VA 2340 for a five month extension, July 1, 2000 through November 30, 2000, with three one month option periods through February 28, 2001 under contract NAS5-32268. This proposed solid waste collection and disposal support is necessary for continued solid waste collection and disposal services at GSFC, Wallops Flight Facility. The current solid waste collection and disposal contract is scheduled to expire on June 30, 2000. Solid waste collection and disposal services will be included in the Wallops Integrated Contract Consolidation(WICC). Competition of this contract is not possible due to the short duration of the service period. Award of this extension to other than the incumbent would likely result in disruption of services. Continued services with the incumbent contract are considered necessary for orderly and effective solid waste collection and disposal services. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to GSFC/Wallops Flight Facility and indiviual point of contact not later than 4:30 p.m. local time on May 30,2000. Such capabilities/qualifications will be evaluated solely for determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice solely within the discretion of the Government.
