Tonju Butler (256)895-1166 (Site Code DACA87) The U.S. Army Corps of
Engineers, Engineering and Support Center, Huntsville, Alabama intends
IAW FAR 6.302 to make a sole source award to Alabama A and M
University in a collaborative effort between the University and the
Huntsville Center in coordination with Professional Development Support
Center (PDSC) for a 12-month developmental leadership development
program (Phase II of a three-phase program) which includes (1)
Initiation and closure of Phase II program; (2) Provide local
campus-based classroom experience for a series of monthly course
instructions and team projects and; (3) Periodically evaluate student
progress and the program and provide reports to Huntsville Center. The
contractor shall plan, organize and develop a Phase II program. This
shall be an instructional/work program with simultaneous classroom
instruction and teamwork experiences with each class comprised of 10-12
participants from various departments of the Huntsville Center. One day
per month, campus-based, classroom-structured learning at the graduate
level will include the theory and practice of leadership, enhancement
of skills in leadership, management, communication and managing
organizational change. The contractor shall incorporate in the
curriculum the necessary training materials and techniques required for
increasing the student's awareness and understanding of the vision and
values of current Corps leaders and managers and the culture of the
Huntsville Center. The curriculum shall include sufficient discussion
to demonstrate how Huntsville Center's culture and values fit into the
Corps-wide vision, values, goals, and the 16 Corps competencies:
Vision, Focus, Strategic Thinking, Concept, Achiever, Competition, Ego
Drive, Activator, Stimulator, Developer, Team, Responsibility/Ethics,
Multi-Relator, Arranger, Performance Orientation, and Discipline. This
involvement includes presentations or discussions of vision and
leadership concepts by senior Corps of Engineers officials. The
contractor shall incorporate small group theory. Introduce participants
to small group theory with emphasis on special project with direct
benefit to the Corps. The contractor shall initiate and close the Phase
II program as follows: two off-site, one or two day, retreats shall be
incorporated. An initial retreat will focus on self-analysis and
insight including the use of self-development tools such as
Myers-Briggs Type Indicator, and creation and/or review of Individual
Development Plans (IDP). The closing retreat is for reflection,
continuing consultation and advice on five-year IDP, graduation and
celebration. Upon successful completion of the program, students shall
receive graduate credit(s) or certificate where appropriate. The
period of performance is one year. All responsible sources may respond
to this synopsis, and all such responses will be considered by the
agency. The Standard Industrial Codeapplicable to this acquisition is
