This project includes providing all labor, materials, and equipment to completely demolish Pier 1, Pier 2, Buildings 11, 13, 99, and the Boat Grid, and to construct a new pier facility, utilities, sitework, and incidential related work. During performance of this work, asbestos, hazardous waste, or pollution abatement may be required. The Standard Industrial Classification Code is 1629. The related small business size standard is $17 million. The estimated cost of this project is between $5,000,000 and $10,000,000. This Request for Proposal (RFP) is a competitive negotiation. The award will be based on the following criteria: (1) Design and Construction; (2) Past Performance and Experience; (3) Key Project Personnel; (4) Schedule; (5) Subcontracting Experience, Achievements, and Goals; and (6) Price. Performance time is 720 calendar days. This procurement is open to all business concerns. Plans and specifications will be issued on CD-ROM and will not available on paper (hard copy) format. Only the specifications and plan holders list will be available for down load free of charge via the Internet World Wide Web at http://www.esol.navfac.navy.mil/. Amendments and notices will be posted on the web site http://www.esol.navfac.navy.mil for downloading. This will be the only method of distributing amendments and notices. It is the offeror's responsibility to check the web site periodically for any amendments and notices to this solicitation. The official plan holders list will be maintained and can be printed from the web site. All prospective offerors and plan centers are encouraged to register as plan holders on the web site. Plan holders lists will not be faxed and will only be available from the web site. Plans and specifications will be available on or about 30 May 2000. There will be a NON-REFUNDABLE charge of $32.00 for each CD.
