Block 50+ model aircraft with options for up to ten (10) additional
F-16C/Ds for the Government of Greece (GOG). Included in this total
system procurement are data and alternate mission equipment (AME) to
include underwing launcher/adapters, centerline and wing-weapon pylons,
advanced conventional and missile remote interface units, and conformal
fuel tank shipsets. A contract is anticipated to be awarded to Lockheed
Martin Aeronautics Company (LM Aero), Fort Worth, TX, by June 2000. The
total system contract also includes a requirement for external night
vision imaging systems (NVIS). Integrated logistics support will be
added as a modification to the basic system contract after award, and
the deletion of engine ejector nozzles with reduction in contract price
will follow basic contract award. For the basic contract, aircraft
deliveries are to begin in August 2002 and conclude in April 2003;
option aircraft would be delivered toward the end of the basic program.
The estimated value of this procurement is $1.6B. Authority for this
procurement is anticipated to be 10 U.S.C. 2304(c)(1), only one
responsible source and no other supplies or services will satisfy
agency requirements. LM Aero has successfully demonstrated prototype
and full-scale development of F-16 aircraft for decades. The purpose of
this notice of contractual action (NOCA) is mandated by FAR 6.302-1
(d)(2) which requires that ""For contracts awarded using this
authority, the notices required by 5.201 shall have been published and
any bids and proposals must have been considered."" Proposals received
within 30 days of this NOCA will be reviewed by the government. The
successful contractor will be required to provide the material, factory
test equipment, assembly personnel, program and data management,
hardware and software engineering, facilities, staff, and other
equipment and services necessary to fabricate, assemble, test and
integrate the AME into the aircraft for delivery of up to sixty (60)
aircraft to the customer. The contractor must be able deliver fully
qualified F-16C/D Block 50+ aircraft and AME that meet all requirements
within approximately two years after contract award. Contractors
responding to this NOCA must include the following in submittals: 1)
identification of key management and program management personnel with
a resume of their previous experience, 2) identification of existing
fighter aircraft produced, 3) discussions of specific instances of
previous experience as a fighter aircraft producer, 4) evidence of
capability to perform successfully within the above described
parameters, 5) size status in relation to SIC 3721, 1500 people, and 6)
reference subject CBD announcement within 30 days of this NOCA.

only purpose of the ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his/her concerns during the
proposal development phase of this acquisition. Potential offerors
