States Special Operations Command intends to issue, no later than 12
May 2000, a DRAFT Request For Proposal for industry to review for the
acquisition of a Special Operations Craft Riverine (SOC-R). The
objective of SOC-R is to produce and field a small, fast, armed and
armored combatant craft system ( craft, trailer, prime mover,
detachment deployment package and logistics support). The mission of
the SOC-R craft is to perform Short Range Insertion (SRI) of Special
Operation Forces in a riverine environment. The government is
considering awarding a firm fixed price, cost plus fixed fee, and time
and material indefinite quantity/indefinite delivery type contract for
a basic performance period and 13 option years. Industry is hereby
advised that the Government reserves the right to set this procurement
aside for small business participation only; this small business
set-aside determination will be made after Industry Week. Specific
information with respect to the Industry Week information, e.g., time
and date, is contained in the draft RFP. Approximately one-half day
each will be devoted to one-on-one discussions between the Government
and prospective bidders. Specific issues the Government would like to
discuss with industry are: (1) Feasibility of Parent Craft Testing
during Source Selection, (2) Feasibility of meeting Government's
Proposal Requirements, (3) Feasibility of Industry meeting
Specification Requirements, (4) Proposal Schedule, Development Schedule
and Production Schedule, (5) Industry's Post-Delivery Support
Capabilities, and (6) Industry's Assessment of Highest Risk Areas. If
you would like to participate in Industry Week, please e-mail the
contracting officer. It is desired that your comments on this draft RFP
be received prior to Industry Week. (The date for Industry Week is
contained in the draft RFP.) This does not mean that you will not be
allowed to ask other questions during Industry Week. Moreover, if you
are unable to participate in Industry Week, the Government still
desires your comments; please submit these comments via e-mail to the
contracting officer (see e-mail address below) or to the following
