"Notice of Intent" by the Naval Oceanographic Office (NAVOCEANO) to
solicit and negotiate with only one source under the authority of FAR
6.302-2 under Simplified Acquisition Procedures a Firm Fixed Price
Indefinite Delivery Indefinite Quantity Contract for a base period of
twelve (12) months with four (4) additional twelve (12) month option
periods purchase order to Seabird Electronics, Inc. 1808 136th Place
NE, Bellevue, WA 98005 for a quantity of up to seven (7) each Seabird
SBE 19 Calibration Bath Systems and up to seven (7) each Seabird SBE
3-4 Calibration Bath Systems including one time installation and
training. Minimum quantity is established 10% of the total value of the
contract. The Standard Industry Code is 3829 and the applicable size
standard is 500 employees. The requirement is based on Government
developed specifications to ensure NAVOCEANO acquires fully automated
Process Controlled Salinity Claibration Bath Systems, ensure
compatibility with existing systems, configuration control, meet
NAVOCEANO's requirement for salt water calibration and validation
testing on multiple/large quantities of sensors and instruments at the
same time, acquire a automated system programmed to calibrate batch
quantities of specific types of CTD temperature and conductivity
sensors, as well as interface reliability with existing NAVOCEANO
systems. The Seabird bath systems will be used to perform calibration
and validation tests on multiple Seabird SBE 19 and SBE 911plus CTD
temperature and conductivity sensors at the same time and other
temperature and conductivity sensors currently being used by NAVOCEANO
and other Government agencies. The requirement for a full automated
programmed temperature controlled salt water type calibration baths
that are process controlled (programmed) to perform calibrations and
validation on any CTD temperature and conductivity sensors requiring
this type of calibration and validation to meet mission requirements at
NAVOCEANO. This notice is not a Request for Quotes.All interested
parties may identify their interest and capability to respond to this
requirement within 10 days of this publication. The response must in
writing and must be accompanied and supported by clear and convincing
evidence that the baths quoted meet the Government's requirement in all
aspects and support why it is more advantageous to the Government than
to award directly to Seabird Electronics. No solicitation is or will
be made available. If no affirmative written response(s)is/are received
within 10 days after publication of this notice, a sole source award
under Simplified Acquisition Procedures will be made to Seabird
Electronics for this requirement. A determination by the Government not
to compete this proposed purchase order based on responses to this
notice is solely within the discretion of the Government. The
information received in response to this notice will normally be
considered SOLELY for the purposes of determining whether to conduct a
