SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION
AND SOLICITATION FOR COMMERCIAL ITEMS-AND FAR SUBPART 13.5-TEST PROGRAM
FOR CERTAIN COMMERCIAL ITEMS-, AS S SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB060094, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-15.*****This acquisition is
unrestricted. The associated Standards Industrial Classification Code
(SIC) for this procurement is 3826, and the small business size is 500
Employees.***** The National Institute of Standards and Technology
(NIST) has a requirement for one (1) Analytical Ultracentrifuge with
Integrated Rayleigh Interference and Scanning UV/Visible Optics, for
200-240 volt, 60 Hz operation, Beckman Coulter brand name [Cat#'s
363980, 362106 (XL-A Starter Kit), 361964 (60Ti Titanium Analytic
Rotor), and 366037 (Cell Housing and Sapphire Window Assembly Kit)] or
equal, to be used for ongoing studies focussed on determining the
size, shape and interactions of biological macromolecules and their
assemblies. Salient characteristics of the system include: ability to
optically measure the distribution of macromolecules in a centrifugal
field; ability to collect data from an interference optical system and
an absorption optical system in tandem during the same experiment;
ability to analyze with the centrifugal distribution of small sample
volumes, as little as 15 uL, for the characterization of precious
biological samples; ability to analyze data with up to 28 different
samples at once; ability to allow nearly complete sample recovery for
additional analyses in the case of especially valuable biological
materials; and total compatibility with existing ultracentrifuge
systems at NIST to allow for the use of existing rotors and cells, as
well as to streamline experiments by adapting NIST existing
experimental and data analysis methods for analytical
ultracentrifugation. Installation, on-site training (at NIST,
Gaithersburg, MD facility), a one-year warranty on parts and labor,
including one-year of preventive maintenance plus emergency service,
shall be included.*****Delivery is required within six (6) weeks after
receipt of purchase order (ARO); delivery within four (4) weeks ARO is
preferred.*****Delivery location is the National Institute of Standards
and Technology, Building 301, Shipping and Receiving, 100 Bureau Drive,
Gaithersburg, MD 20899-0001. The FOB point shall be DESTINATION,
Gaithersburg, MD.*****The Government anticipates awarding one purchase
order resulting from this combined synopsis/solicitation to the
responsible vendor whose quotation, conforming to this
synopsis/solicitation, will offer the best value to the Government,
price and other factors considered.*****Quotations will be evaluated in
accordance with Federal Acquisition Regulation (FAR) Subpart
13.106-2-Evaluation of quotations or offers. Award will be made based
on vendors' (A) Technical Capability to Meet Specifications (vendors
shall address all specifications, providing indication of understanding
and ability to meet requirements, including catalogs, brochures, etc.);
(B) Past Performance (vendors shall provide three references to whom
comparable instruments have been sold over the past five years,
including organization name, point of contact, phone number, fax number
and e-mail for each); and (C) Price.*****Vendors shall address all
requirements in this combined synopsis/solicitation, and shall provide
clear evidence of understanding and the ability and willingness to
comply with the Government's specifications of need. Failure to address
a specification/requirement will be construed by the Government as
inability to meet the need, or the vendor's taking exception to
