Corps Systems Command (MARCORSYSCOM) is now providing further
information regarding the previously announced Joint Service Fixed Site
Decontamination program (JSFXD). Additionally, MARCORSYSCOM is now
seeking contractor participation for the JSFXD industry day to be held
May 24, 2000, concurrent with the Decon 2000 conference in Salt Lake
City, UT. During Industry day, program personnel will discuss the Draft
Program Objectives listed below, with particular emphasis on Block I.

attend, an information packet will be available on the MARCORSYSCOM
website listed below. In addition, draft documents will be posted at
various times at that same address. It is the intent of MARCORSYSCOM to
award single or multiple Indefinite Quantity/Indefinite Delivery (IDIQ)

OBJECTIVES The objective of the JSFXD program is to provide a reliable,
safe, effective, and environmentally friendly decontamination
capability to the Army, Navy, Air Force and Marine Corps. Potential
threat materials include nuclear, biological and chemical agents, as
well as toxic industrial materials (TIMS). JSFXD system(s) shall
decontaminate these threat materials from personnel, equipment, and
facilities located on fixed sites, ports of entry, airfields, logistics
facilities, and key command and control centers. To achieve this
objective, the program has been subdivided into three blocks with
separate competitive contracting efforts anticipated for each block.
BLOCK I -- The objective of Block I is to identify and field a family
of Commercial Off The Shelf and/or Non-Developmental decontaminants by
FY02. This family of decontaminants will initially be used with
existing fielded applicators or, if necessary, with off the shelf
integral applicators. JSFXD intends to issue a Draft Request for
Proposal (RFP), which will provide specific performance requirements,
evaluation criteria for award, and other pertinent information.
Comments from industry will be solicited. Draft technical objectives
for Block I decontaminants are listed below. BLOCK II -- The objective
of Block II is to identify and field the family of applicators and
containment systems needed to apply, capture, store and if possible
recycle any hazardous waste. Applicators should be capable of
dispensing the entire family of decontaminants regardless of form (e.g.
non-aqueous, aqueous, non-liquid). BLOCK III -- The focus of Block III
is to identify and field a personnel skin decontamination capability
for use on casualties -- with and without open wounds. This
decontaminant will require Food and Drug Administration (FDA) approval.
DRAFT TECHNICAL OBJECTIVES FOR BLOCK I DECONTAMINANTS *Reduce within 15
minutes the concentration or neutralize the effects of chemical and/or
biological warfare agents and other TIMs present on resources to a
safe level (i.e., below miosis or incapacitation level) for return to
unrestricted operation worldwide; *Be suitable for use on any surface,
and have the ability to remove or neutralize toxic substances absorbed
into the surface of the material; *Not have adverse effect on the
performance of the systems being decontaminated; * Not produce any
residue or vapors, which are toxic, corrosive, or non-disposable during
decontamination operations; *Be environmentally friendly; *Be provided
in non-aqueous, aqueous or non-liquid forms; and *Be capable of being
applied with existing military systems or if necessary, provide COTS
