Notice of intent to negotiate a sole source contract with Ned S. Rasor, Consulting Physicist, for services required in support of thermionic theory validation. Dr. Rasor is knowledgeable of the DTRA Thermionic Program, maintains a unique testbed used in similar testing, and can perform the validation within the scheduled time. The contractor will determine the validity of a thermionic theory recently developed for DTRA by Sandia National Laboratory. Dr. Rasor will select, characterize, and test materials that provide insight on the effects of electron reflection in a thermionic diode. The data will be analyzed to determine the validity of the theory and/or recommend areas for improving the theory. Final data shall be in the form as to validate the mathematical equations of the new thermionic theory. The twelve (12) month period of performance is estimated to begin on or about 1 July 2000 through 29 June 2001. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have forty-five (45) days, from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after forty-five (45) days, or without the required information, will be non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. As negotiations will be conducted on a sole source basis, a solicitation does not exist.
