The 311th Human Systems Wing, Systems Program Office, Nuclear
Biological Chemical Defense Division at Brooks AFB, has a requirement
for SERVICING of Gas Calibration Cylinders. This acquisition IS
RESTRICTED, 100% set aside for small business concerns. The Standard
Industrialization Code (SIC) is 3728. Anticipate awarding a Firm Fixed
Price, commercial contract for services to remove and dispose of all
hazardous materials from the National Stock Numbers (NSNs) listed in
Exhibit "A" at the following web address and solicitation number

F41624-00-R-1101. Solicitation and entire attachments can be downloaded
from this web site. Modifications and Amendments will also be available
for download if applicable. All NSNs should be processed and kits or
units housing the NSNs should be transported back to government
inventory with the original condition code tags affixed, to the
following address: Depot Supply, Warner Robins ALC, Robins AFB, GA
31098, for official disposition. Delivery Schedule is 30 days after
receipt of assets. Hazardous materials associated with each NSN are
also listed at the above mentioned web address. Gas cylinders and
cartridges may contain a multitude of different types of gases and may
or may not be flammable. Each should be handled as specified in the
appropriate Material Safety Data Sheet (MSDS). Batteries and battery
packs may or may not contain electrolyte, sulfuric acid or lead acid in
one form or another and should be handled as specified in the
appropriate MSDS and shall be purged/discharged safely, neutralized,
rendered useless and disposed of IAW local city, state and/or federal
regulations. Contractor shall comply with MIL-STD-130, preservation,
packing, and special packaging instructions stipulated on the AFMC Form
158 (Packaging Requirements) and DD Form 2169 (Special Packaging
Instruction). These packaging requirements and instructions will be
furnished upon request. Contractor shall comply with Appendix C --
Safety Specifications, dated 24 Mar 2000, which may be found at the
above mentioned web address. Contractor personnel must be trained and
familiar with Technical Orders, hazards of products, precautionary
procedures and emergency measures required for handling operations,
spills and leaks as required by local, state and federal regulations.
No telephone request, only written, e-mailed or faxed requests received
directly from the requestor are acceptable. The solicitation will be
released on 25 May 00. The date specified for receipt of offers is 23
Jun 00. All potential offerors should contact the buyer/POC identified
in this notice for additional information and/or to communicate
concerns, if any, regarding this acquisition. If your concerns are not
satisfied by the contracting officer, an Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of an acquisition. The Ombudsman does not
diminish the authority of the program director or Contracting Officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman shall maintain strict confidentially as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
