Durham, North Carolina is soliciting for Contractor(s) to provide
pre-natal care in a clinic environment to veterans who are living in
and around a 45 mile radius of Durham, North Carolina. Maternity care
will be divided into 8 regions for 31 areas of responsibility for care.
Pre-natal care includes outpatient medical care for the purpose of
monitoring pregnancy for eligible female veterans. Board Certified
Obstetrics/Gynecologic Specialists will provide the care. The care will
include physician visits laboratory tests, and all services required.
Services will begin after confirmation of pregnancy. The VA will
provide the first visit and include a pregnancy test. A copy of the
pregnancy test will be given to the contractor. Access to Services:
Services will be provided during normal clinic hours practiced by the
contractor, with exceptions of emergency service, and actual delivery,
which is required twenty-four hours a day, seven (7) days a week. The
contractor shall make services available in terms of timeliness,
amount and appropriate personnel to provide the covered services in
accordance with community standards. The quantities will be based on
the beneficiary's location to the providing facilities and the
population of women veterans as a whole. If in the interest of the
beneficiary, the VA COTR determines the location of the contractor's
place of business is not feasible for the beneficiary to travel, the VA
reserves the right to procure these services from another source. The
contractor will consult with VA Primary Care Physician (s) when
clinically indicated, for acute care or complicating conditions not
normally followed by an OB/GYN physician. Phone calls followed up by
written correspondence is the appropriate method of information
transfer. A record-keeping system for monitoring services will be
established by the VAMC for services rendered. The payments for any
leave, including sick leave, holiday or vacation time, are the
responsibility of the contractor. The contractorshall not be paid for
being on-call, standing by, or carrying a pager. He/she shall be paid
for actual performance only. Cesarean sections will be determined by
the contractor and will be in accordance with the American College of
OB/GYN criteria. The contractor will not be responsible for patient
transportation. The VA anticipates making multiple awards as a result
of this solicitation. All requests for the solicitation must be in
