E-MAIL: Tracy Ford, tracy.ford@comanche.plk.af.mil. This solicitation is the follow-on to the Engineering, Development, and Sustainment (EDS) Contract, F04690-96-C-0412. The current EDS contract expires 11 April 2001. The follow-on effort, EDS 2001, is for a six month period with four one year options and one six month option. Foreign firms are advised that they will not be allowed to participate as the prime contractor. The services requested are in support of the RDT&E Support Complex (RSC) at Kirtland AFB NM, the Center for Research Support (CERES) at Schriever AFB CO, and world wide deployable systems based at Kirtland AFB NM. The contractor shall be responsible for engineering, development, operations, maintenance and logistics services in support of the SMC/TEO mission. The contractor shall perform these services in support of satellite ground control systems and facilities, deployable systems equipment, mission equipment, and related peripheral equipment. The systems and equipment which contractor services shall support are used for mission planning, orbit management, satelitte commanding, data collection and processing, training, data distribution (real-time and non-real-time), and other aspects of space systems operations. The basic services requested are Program management to include general contract management, cost management, engineering management, planning, and technical library management. Developmental engineering to include project management, concept exploration, requirements management, development, training, and hardware/software procurement. Sustainment to include systems monitoring and analysis, maintenance, hardward sparing and supplies, software licensing, training, and facilities sustainment. Field operations to include mission planning, mission execution, and post mission analysis. In-garrison support to include operations support, developmental engineering, sustainment, and training.
