SCOPE BACKGROUND INVESTIGATIONS (SSBIS) AND SPECIAL TASKS INVESTIGATION

Specialist (202) 231-2825 The Defense Intelligence Agency (DIA) seeks
to procure single scope background investigations (SSBIs) and special
tasks investigation services. DIA has a requirement for an estimated
175 investigations. The performance period for the contract will be for
12 months from date of contract award. All cases provided to the
contractor will have a deadline of 30 calendar days, calculated from
the time the requirement is received by the contractor's representative
until the complete investigative packet is received by the Government.
Qualifications for a contractor investigator shall include extensive
(5 years or more) experience as a local, state or federal personnel
security investigator. Local or state refers to individuals who have
experience in a law enforcement role at the state or local level,
primarily detectives. All investigators MUST hold at least a SECRET or
equivalent security clearance with a federal agency at time of
contract award. All investigations shall meet, and be conducted in
accordance with, the current version of DCID 6/4. Contractors shall
handle all case coverage requirements except NACs, which shall be done
by the Government. The contractor shall follow DCID 6/4 guidance on
investigative requirements and standards. In addition to DCID 6/4
requirements regarding interviews, a minimum of four references are
required per case, one listed and three developed. CONTRACTORS MAY

THIS IS A COMBINED SYNOPSIS/REQUEST FOR PROPOSAL. Contractors are
requested to propose a firm fixed price amount per investigation for
175 investigations. Since this is a commercial services procurement,
commercial service regulations in accordance with FAR Part 12 are
applicable. All representations and certifications will be furnished
prior to contract award. Proposals are due NLT noon EST on 15 May 00
and shall be delivered to Defense Intelligence Agency (DIA), Virginia
ContractingActivity (DAP-2), Attn: Sharon Stewart, DIAC, Bldg. 6000,
Bolling AFB, Washington, DC 20340 or faxed to (202) 231-2831. The
proposal must include a list of the investigators, their completed SBI
dates, and their current clearances. Award of the contract is
anticipated by 26 May 00 or sooner. Award will be based on low offer
(35%) number of appropriately cleared investigators (50%) and past
performance (15%). Proposals must also include a list of contracts that
have been effective within the last 5 years for the same services and
