This is a combined synopsis/ solicitation for water treatment service
for an installed water cooling system which includes an installed
chemical treatment unit for the Kansas Army National Guard Mobilization
and Training Equipment Site (MATES), Bldg 1460, Camp Funston, Fort
Riley, Kansas. This requirement is for a performance based
specification for an initial 1 year period with two additiona1 one year
options to extend the total requirement to three years. This is a
follow-on contract to a previous 3 year contract. This requirement is
solicited as a request for quote. The contractor shall propose all
initial start-up and training; supply and resupply of chemicals; a
consulting service to include monthly site visits; and testing and
laboratory service. Cooling system is a Water Systems Inc design.
Cooling capacity is 3,375,000 btu/hr, but average duty factor is 30-60%
over a 24 hour period. Chemical treatment unit is a PulsaTrol system
with conductivity monitor, chemical feed pumps and temperature and
pressure gauges. Specifications are available upon request, and a site
visit is recommended.Contractor will set up this facility. FAR subpart
12 Commercial Items is applicable to this requirement. This is a
solicitation incorporates provisions effective through Federal
Acquisition Circular 97-17. The following provisions or clauses apply

Terms and Conditions Required to Implement Statues to Defense
Acquisition of Commercial Items (Sep 1999). Quotes are due by close of
business, 10 June 2000. The contractor shall provide a complete
detailed quote outlining the contractors water treatment plan to
include product description and safety data sheets on the chemicals to
be provided. Quote shall include sufficient information on the firms
past performance on contracts of this type to include points of
contact. Award shall be made based on compliance with the technical
requirements and price. All technical evaluation factors other than
cost or price, when combined are approximately equal to price. This
