Delasco, (860) 285-7191 The U. S. Postal Service is soliciting
proposals to upgrade the electrical switchgear distribution equipment
at the Main Post Office at 1883 Main St. in Springfield, MA. Work
includes, but is not limited to, asbestos/lead-containing materials
abatement; new electrical service entrance; new switchgear line-up; new
feeder wiring; replacement of existing circuit breaker panelboards; new
distribution circuit breaker panelboard in the workroom; temporary
power and associated wiring; and coordination and scheduling of work
and electrical shutdowns with USPS personnel. If work goes beyond
November 24, 2000, the contractor may have to shut down work until
after January 15, 2001 for the holiday shutdown. The contract will be
awarded based on price and other factors as outlined in the Contractor
Qualification Statement. These factors include: 1) Project Management
& Safety, including health & safety plan; 2) Price; 3) Construction
Experience, including contractor having 5 years experience, having
completed 3 projects of similar size and scope in the last 5 years; 4)
Technical expertise; 5) Financial capability. Other factors to be
considered: The contractor must have a certified and licensed
asbestos/lead abatement subcontractor as part of the project team; MBE
participation and commitment. The estimated cost of the work is
between $400,000.00 and $600,000.00, with completion within one hundred
fifty (150) calendar days after receipt of notice to proceed. Sealed
offers will be received in this office prior to, but no later than,
4:00 p.m. on June 13, 2000. Offers will not be publicly opened. The
number of offers received, the identity of the offerors, the amount of
any offer, or relative standing of the offerors WILL NOT BE DISCLOSED
TO ANYONE until award of contract is made. Proposal documents, plans
and specifications will be available o/a May 12, 2000 at a cost of
$40.00 per set (non-refundable) from the Facilities Service Office, U.
S. Postal Service, 6 Griffin Road North, Windsor, CT 06006-0300. Only
certified checks or money orders will be accepted, made payable to the
Disbursing Officer, U. S. Postal Service (Reference Solicitation No.
082530-00-A-0092). Plans may be inspected at the issuing office and
information regarding their availability may be obtained by contacting

conference for this project on Wednesday, May 31 at 1:00 p.m. in Room
252 at the site. Prospective offerors are encouraged to attend.
Offerors wishing to visit the site at a time other than the

731-0556. A project-specific safety plan must be submitted by the
successful offeror before award. Guidelines for other project
requirements are outlined in the specifications. The successful offeror
will be required to submit a 100% performance bond and 50% payment bond
before award of contract is made. This is not a formal invitation for
bid; therefore, no bid bond or proposal guarantee is required, and bid
