The Bureau of the Public Debt is assessing the market to gain information on off-the-shelf software packages that will manage our Travel Business functions. Since Public Debt performs travel services for a variety of franchise customers (including Public Debt itself), the system must be capable of managing multiple internal and external customers with various types of funds and variety of travel. Managing the customers includes providing features for Limited/Unlimited Open Authorizations, Trip-by-Trip Authorizations, Voucher from Authorization, Local Vouchers, Amended Authorizations and Supplemental Vouchers. The system must maintain current per diem rates and incorporate the Federal Travel regulations (FTR). The system must: 1. Be browser based and accessible by users in various locations. 2. Meet all JFMIP Travel System requirements. 3. Allow for the use of multiple type of travel. 4. Manage multiple databases. 5. Provide a user-friendly report tool with the ability to create ad hoc reports in house.6. Require minimal training (user-friendly). 7. Provide C-2 equivalent security. 8. Support at least 100 concurrent users. Please provide the maximum number of concurrent users supported. 9. Provide minimal maintenance (user-friendly). 10. Provide for a on-line and batch processing interface to our agency_s current and future accounting system. 11. Provide for electronic routing of travel authorizations, voucher and local voucher. 12. Provide email notification when electronically routing travel documents. 13. Provide custom audit capabilities for travel documents. Though any software that Public Debt might eventually purchase must be certified as meeting JFMIP_s Travel System requirements, for the purpose of this request, any vendor that expects to receive JFMIP Travel System certification is invited to respond. If not already certified, any respondent must indicate its current stage in the certification process and must advise when final certification is expected. For additional information concerning the certification process, please see www.gao.gov under _Special Publications_. Public Debt is requesting technical product literature that will demonstrate the vendor_s ability to meet the specified features, commercial price lists (if available), and references (agency name, point of contact, and phone number), only, at this time. Since the ability to service franchise customers is essential to Public Debt, respondents should also advise of their policy regarding licensing for franchise use. At Public Debt's option, evaluation software, product demonstrations, and/or technical presentations may be requested from vendors responding to this announcement. Please note that this information is being requested for information and planning purposes only as Public Debt is primarily interested in assessing the viability of this technology. The Government does not intend to award a contract or otherwise pay for the information requested. Public Debt will assess the ability of the market to meet the needs as stated above based on the information received. Dependent upon the results of this market survey, Public Debt may issue a solicitation to acquire the appropriate tool(s). Any such solicitation would be based on a strictly functional statement of requirements in order to maximize competition.
