The U.S. Department of Education has a requirement to evaluate the
impact of the Reading Excellence Act on development of children's
reading skills. The purpose of this study is to evaluate the effects of
comprehensive reading strategies covering the six dimensions of reading
identified in the Reading Excellence Act (REA). These strategies are
based on scientifically based reading research. The contractor shall
assess the effect of well-implemented REA approaches on children and
classrooms, in grades K-3. The contractor also shall determine how the
basic underlying framework, or "model" for the Reading Excellence Act
can best be implemented by states, districts, and schools. To the
extent feasible, the contractor shall identify effective practices in
reading instruction, professional development for teachers, and
tutoring approaches for students having reading difficulty. In their
evaluation of the REA, the contractor shall focus on examining what
conditions result in effective change. This focus should provide useful
information for federal, state, district, and school program designers.
This is a 60-month evaluation, consisting of surveys and case studies.
This is a full and open procurement to implement the design study and
it is open to all responsible sources. This procurement is subject to
