Elmendorf AFB has a requirement for the following: 3 year study to determine whether intense jet noises adversely affect nesting songbird species and to evaluate whether potentially adverse effects are adequately addressed with current mitigation measures. The method of study will be to sample two areas: the Eielson Air Base main runway, and a control location, to be determined (a possible location is Creamer_s Field Migratory Waterfowl Refuge). This 3-phase study requires expertise in mist netting, banding, censusing (by sight and sound), and locating cryptic nests of songbirds. The bird study is for an estimated base year and two option years, to include 1)adequate personnel: 2) equipment: truck, camper trailor, GPS units, computer, binoculars, noise monitoring equipment, spotting scopes, shotguns; 3) field supplies: camping gear, 2-way radios, food; and 4) other supplies, to include but not limited to: gasoline, bear safety training, printing and postage costs, first aid. The issue date for solicitation number F65501-00-R0048 will be on or about 16 May 00. The solicitation will be downloaded on EPS.
