The U.S. Environmental Protection Agency intends to negotiate sole source with Sungard Planning Solutions, 1285 Drummers Lane, Wayne, PA 19087 to upgrade existing software. The contractor shall upgrade existing CBR based Recovery Plan Development and Administration System Software to Precovery software and Precovert Quick Start which is used in the preparation of ADP Disaster Recovery Plans. EPA believes that Sungard Planning Solutions is the only vendor capable of satisfying the requirements as stated above. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The period of performance is expected to be June 1, 2000 through September 30, 2000. All interested parties who believe they can provide the required upgrade should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis isto determine if any sources(s) exist and, therefore, no RFP is available.
