Q -- LABORATORY TESTING SERVICE SOL NHLKBI-PS-2000-600 DUE 052600 POC Deborah Coulter, Purchasing Agent, (301) 435-0368 Fax (301) 480-3345 The National Heart, Lung, and Blood Institute intends to negotiate on a sole source basis with the Pathology Associates International Corporation, 15 Worman's Mill Court, Suite 1, Frederick, Maryland, to provide Laboratory Testing Services for approximately (2,000) two-thousand, Hematologic and Clinical Pathologic animal samples. The period of performance is May 2000 through December 2000. The Veterinary Resources Program, Office of Research Services, National Institutes of Health is currently conducting two extremely sensitive protocols which require extreme consistency. Pathology Associates International Corporation have performed these tests since the start of the protocols and have consistently provided validation. Any changes in testing or the testing processes will negatively impact the results of the on going experiment. Scope of Work: The contractor must provide qualified personnel, materials, equipment, facilities and services to perform the laboratory testing services. SPECIFICATIONS: 1.) The diagnostic laboratory must be within distance of the National Institutes of Health (NIH), whereby, samples can will be picked up by the Contractor from the NIH, Building 14D, Room 301, 9000 Rockville Pike, Bethesda, Maryland by 11:00 a.m. The samples will be available on an needed basis including Government Holidays. The pick up schedule may be revised by NIH on a weekly basis. All samples must be transported to the laboratory and processed on the same afternoon. The NIH Clinical Pathologist on staff will review the Laboratory results. 2) The test samples must be handled and transported safely. 3) All test results must be provided to the NIH facility by facsimile transmission within twenty- four (24) hours period and the original copy must be mailed to the facility within a week. The Contractor must: have a qualified clinical pathologist and a medical technologist as a permanent staff; Be experienced in handling nonhuman primate samples and interpreting the results; Have a strong Quality Control and QualityAssurance program and must have a favorable past performance evaluation. The animal blood samples be tests shall consist of: 1. Hematology tests which includes: Complete Blood Count (CBC), White Blood cell differential (including cellular morphology), and Reticulocyte count. 2. Clinical Chemistry tests which includes: Albumin, Alanine Aminotransferase, Urea nitrogen, total Protein, Aspartate Aminotransferase, Creatinine, globulin, Lactate Dehydrogenase, Cholesterol, sodium, Alkaline Phosphates, triglycerides, Potassium, Gamma glutaml transpep, Bilirubin, Chloride, Creatine Kinase, C02, Calcium, Uric Acid, A/G Ratio, Phosphous, and Glucose. This requirement is under the Standard Industrial Classification (SIC) Code 8734, Size Standard $5.0M. This acquisition is being conducted under simplified acquisition procedures and is exempt for the requirements of FAR Part 6.
