R -- RY 2K CADASTRAL SURVEYS SOL RFQ RMAST-00-085 DUE 062600 POC Sharon Krenek (303)275-5260, FAX: (303)275-5299: Contracting Officer Christine O'Guin Contract to secure Cadastral Surveying Services on an individual project basis for the following work located, in zones, on the Black Hills National Forest in South Dakota and Wyoming. The Zone Project Areas are as follows: Zone I -- Black Hills National Forest in Weston and Crook Counties, Wyoming; That part of Pennington County North of The Black Hills Base Line, Lawrence, and Meade Counties, South Dakota Zone II -- Black hills National Forest in that part of Pennington County not included in Zone I, Custer, and Fall River Counties, South Dakota The Forest Service anticipates award of an Indefinite Delivery, Indefinite Quantity contract(s) with four(4) option years. The minimum guarantee is $10,000.00 per year per zone. Firms must state if they desire award for Zone I, Zone II, or both. Actual work locations and services have not been determined at this time. These shall be specified by task order(s)issued when the Government determines its specific surveying needs. The prices for the individual projects will be negotiated with the awardee for each zone. Only firms with Registered Professional Surveyor(s) licensed in state in which the zone is located will be considered. The intent of this announcement is to obtain qualified professional surveying firms to survey and mark the legal property boundary of the National Forest System lands for fiscal year 2000 with additional options for fiscal years 2001-2004. The Government estimates four projects will be negotiated in 2000. (more than one project may be awarded within a zone) These projects will include corner search, monumentation and perpetuation of all property and controlling corners associated with the surveys along with boundary posting and boundary maintenance. These projects may include Homestead Entry Surveys, Mineral Surveys, and Rectangular Surveys of the Public Lane Survey System, including section breakdown, Right-of-way surveys, and the maintenance of previously posted lines. A Registered Professional Surveyor licensed in the appropriate state must be assigned to each project. Contract time for each project will be negotiated at the time of award of each task order. Firms qualified and interested in providing professional surveying services of the type listed above are hereby invited to submit Standard Form 254 and 255, Architect-Engineer and Related Services Questionnaire. The evaluation criteria set forth in Federal Acquisition Regulations 36.602-1 (SEE NOTE #24) will be used in conjunction with the following specialized selection criteria to assess your firm's qualifications for cadastral surveying projects; briefly address the following in narrative form: 1. Describe the procedures you have used to complete previous cadastral surveys. 2. Discuss the approach you have used on previous surveys to resolve problems resulting from conflicting evidence. In accordance with FAR 4G36.602 the following will also be evaluated: (1) The volume of work previously awarded by the Forest Service will be evaluated with the objective of effecting an equitable distribution of the contracts among qualified A&E firms, including minority, 8(a) or other small disadvantaged business firms that have not had prior Forest Service contracts.
