. The Department of Energy, Chicago Operations Office, is soliciting
proposals on behalf of DOE's Office of Advanced Automotive Technologies
(OAAT), to acquire professional, administrative and management support
services covering the areas of Technical and Technology Transfer;
Outreach, Communication, and Meetings; and Automation, Systems and Data
Management, with a focus on complex advanced automotive technologies,
to be performed at the OAAT located in Washington, D.C. The contractor
shall furnish the personnel, facilities, travel, and materials
necessary to provide the required scientific, engineering, technology
transfer, analysis, communications, planning and management support .
Specific task assignments will be directed by the Government through
issuance of Work Orders. It is anticipated that a cost-plus-award-fee
level-of-effort contract will be awarded for a base period of one year,
and will include provisions for four additional one-year option
periods. The Government reserves the right to make no awards. DATES:
The solicitation will be available on or about June 1, 2000. Proposals
are estimated to be due on or about July 5, 2000. Award is anticipated

ELIGIBILITY: This solicitation is 100 percent set-aside for award to a
small, disadvantaged business, eligible under the Small Business
Administration's Section 8(a) Program referred to as an 8(a) concern.
The Standard Industrial Code for this acquisition is 8711. Eligible
businesses must possess an in-depth knowledge of complex advanced
transportation technologies, such as high efficiency engines, high
energy and high power energy storage systems, and transportation/fuel
