An A-76 cost comparison study is being conducted of the Installation Support Services at Parks Reserve Forces Training Area (RFTA), Dublin, CA in accordance with the OMB Circular A-76 Performance of Commercial Activities. The entire base operations, encompassing approximately forty-two spaces is under review and it is undetermined at this time how many spaces will be Government in Nature. The Parks Reserve Forces Training Area consists of 134 buildings and 2742 aces of which 650 acres are improved grounds. The Contracting Office at Fort McCoy anticipates the contract type will be a cost plus award fee. Contract term will consist of a phase-in period; base year plus four option years. The anticipated DRAFT solicitation date is June 2000. The Standard Industrial Classification (SIC) Code is 8744 and the small business is $20 million annual average gross revenue of the concern for the last three fiscal years including Foreign and Domestic affiliates. NOTE: THE SIZE STANDARD HAS BEEN CHANGED TO $20 MILLIONAND IS NOT $5 MILLION AS PREVIOUSLY PUBLISHED ON FEBRUARY 9, 1999. Based on the results of the cost comparison the Government may elect to award a contract or to retain the functions in-house. Services include complete operation of LOGISTICS SUPPORT SERVICES DIVISION which includes 1) Transportation Services, 2) Installation Property Book Support Branch, 3) Supply and Services; PUBLIC WORKS SERVICES which includes 1) Coordination with Outside Agencies, 2) Public Works Data, Information, and Systems, 3) Work Request Tasking, 4) Project Design, 5) Facilities Maintenance and Repair Services, 6) Grounds and Surfaced Areas Services; PLANS AND TRAINING SUPPORT which includes 1) Training Facilities, 2) Training Operations Support 3) Range and Training Area Support; ADMINISTRATIVE SUPPORT SERVICES which include Mail/Distribution Room, 2) Public Affairs Services, 3) Information and Automation Management Support, and 4) Staff Actions, Coordination, Reports, and Information. The above services are not all inclusive. Contractors are required to provide all management and labor required for the operation and management of the functions listed.
