COMMERCE BUSINESS DAILY ISSUE OF MAY 15,2000 PSA#2600INTELLIGENCE ROLE IN INFORMATION SUPERIORITY CONFERENCE The National
Security Agency (NSA) and the Association of Old Crows are sponsoring
the Intelligence Role in Information Superiority Conference to be held
June 6-7, 2000 in the Research & Engineering Symposium Center at the
National Security Agency, Fort Meade, Maryland. The conference will be
chaired by Dr. John H. O'Hara, the NSA Deputy Chief Scientist and will
be at the TS/SI/TK classification level. The theme of the conference is
"Shrinking World, Expanding Challenges." The keynote address will be
presented by VADM Herbert A. Browne, Deputy Commander, U.S. Space
Command. Session I will focus on "Defining the Threat and Courses of
Action." Briefings include: an Army Perspective (MG Noonan, USA,
Commander, INSCOM); an Air Force Perspective (Brig Gen Rider, USAF,
Director of Intelligence, Surveillance & Reconnaissance); a Navy
Perspective (RADM Whiton, USN, Commander, Naval Security Group); a US
Marine Corps Perspective( Maj Gen Shea, USMC, Assistant Chief of Staff
C4I has been invited); and Emerging Surface-to-Air Missile Systems
(Randy Jones, Senior Technical Advisor, Missile & Space Intelligence
Center). Session II will address "Planning and Warfighting" with papers
covering: Kosovo Lessons Learned (RADM Nutwell, USN, Deputy Assistant
Secretary of Defense for C3ISR & Space Systems); International
Discussions (Michele Markoff, US Department of State); Status of ELINT
(Jim Cain, National Security Agency); Electronic Warfare Update (Col
Charley Allan, USAF, Commander, 53d EWG); and Suppression of Enemy Air
Defense Perspective (MSgt Kirk Wells, USAF, Spangdahlem AB, Germany);
a briefing and demonstrations on STAR SAPPHIRE (Lavena Watty, NSA/W9M
); and Navy Network-Centric EW (LCDR Wilhelm, USN, OPNAV/64). Session
III will focus on "Acquisition, Testing and Training." The keynote
speaker will be Lt Gen Hayden, USAF, NSA Director, discussing NSA/CSS
in the 21st Century. Additional briefings include: a Congressional View
(Jim Barnett, Senate Select Committee on Intelligence staff); Army
Intelligence, Surveillance and Reconnaissance Sensors Acquisition
Roadmap (Ed Bair, US Army, PEO/IEW&S); Joint SIGINT Avionics Overview
(Col Wayne Johnson, USAF, ASC/RAJ); Global Hawk & U-2 Migration Plan
(Col Ray Briscoe, USAF, Aerospace Command and Control and Intelligence,
Surveillance and Reconnaissance Center); ELINT & EW Training (CMDR
Widdick, USN, NSG); and a Test Range Briefing. The final session will
have as the keynote speaker, Dr. Paul Kaminski, former Under Secretary
of Defense, Acquisition, Technology and Logistics and will cover
"Special Activities, Applications and Advanced Research." Papers
include: a DARPA Perspective (Dr. Meyers, Director of Advanced
Technology, Defense Advanced Research Projects Agency); Specific
Emitter Identification (Chuck Heider, Naval Research Lab); the Future
of Space (Ivan Bekey, Bekey Designs, Inc.); and Advanced Technology
Apertures (Taylor Lawrence, Northrop Grumman). A reception at the
National Cryptologic Museum will be held on the evening of June 6. For
