This solicitation is to obtain proposals from offerors to furnish Graphic and Desktop Publishing Services for the U.S. House of Representatives. House Information Resources (HIR) Desktop Publishing and Graphics Branch currently provides visual communication production services for Member, Committee, and other House offices, and the House intends to commence contractor-provided on-site graphics services on or about September 30, 2000. Final products may be in the form of printed, electronic, or web-based deliverables. Member, Committee, and other House offices use graphics products on the House floor, for Committee hearings, press conferences, in town meetings, and other venues -- anywhere that a Member, Committee, or other House office needs to communicate visually. Contractor (and staff) must have the ability to communicate with novice and experienced clients, translating their design needs into visual terms and suggesting effective alternatives. Volume is variable depending on House schedule andlegislative issues -- normal workflow consists of last-minute graphics requests under short deadlines often under extended operating hours.
