Reclamation's Tualatin Project has a requirement for the modification
of the fish passage and fish screen facilities at the Spring Hill
Pumping Plant which is located on the Tualatin River approximately 2
miles south of Forest Grove, Oregon and approximately 20 miles west of
Portland, Oregon in Washington County. The work will include:
constructing weir structure, headworks structure, road crossing
structure, and check structure; constructing temporary cofferdams,
temporary river diversion channel, and permanent retaining walls using
sheet piling; constructing sedimentation basin; driving steel HP piles
for structures; constructing support structure at existing pumping
plant; furnishing and installing fish screens and barrier panels at
existing pumping plant; furnishing and installing jib crane at existing
pumping plant; furnishing and installing various equipment features;
and furnishing and installing various electrical features. A Request
for Proposals (RFP) will be issued in June on aCD-ROM. The RFP CD will
include digital photos of the work site. This acquisition will require
the services of an experienced contractor who is experienced in
modifying similar facilities and structures. The RFP will request
offerors to submit written technical proposals detailing: the offeror's
proposed methods and equipment; past performance information
demonstrating successful performance experience with this type of
requirement; proposed safety plan and procedures; a proposed CPM
schedule; and other information. Offers will be evaluated on the
quality of the proposed work plan and CPM schedule, degree of
successful past performance of similar work, the qualifications and
experience of proposed key personnel, the quality of proposed safety
procedures, and price and other price-related factors. The solicitation
will contain information regarding site visit opportunities. Estimated
range for this acquisition: $1 to $5 million. All responsible sources
may submit an offer, which we will consider. A presolicitation notice
(PSN) will be available within a week of the publication of this
notice. Offers may request the PSN or solicitation in writing at the

solicitation number. The PSN will also be available via the Internet at
