contractor shall provide all labor, materials, transportation,
supervision and management for repairing or sealing asphalt concrete,
portland cement concrete, and overlaid portland cement concrete
roadways, concrete curbs and gutters, and concrete sidewalks with one
or the combination of several repair methods. The repair methods will
include but not be limited to removal and replacement of failed
pavement sections, sealing asphalt cracks, milling pavement to
re-establish grades, patching pavement, providing fabric reinforced
single surface treatment where indicated, placing specially prepared
geotextile at concrete pavement joints, providing leveling course where
required to eliminate ponding, installing new asphalt concrete surface
over roads, removing and replacing settled concrete curb and gutter,
removing existing roadway pavement and unsuitable subgrade material,
performing required earthwork and installing new concrete curb,
concrete curb and gutter and roadway pavement, providing new pavement
markings, installing raised roadway reflectors on new pavements,
incidental raising of structures, installing new catch basins, and
incidental piping to correct specific drainage problems, and grassing.
The work shall be located at the Beaufort Naval Hospital, the Laurel
Bay Housing Area, the Marine Corps Air Station, Beaufort and the Marine
Corps Recruit Depot, Parris Island, South Carolina. These services
shall be provided by means of an indefinite quantity type contract.
This procurement will be unrestricted to businesses registered on the
Central Contractor Registration (CCR) online system (it takes
approximately 72 hours for approval) at www.ccr.disc.dia.mil-cil on
"NEW" or contact the CCR Assistance Center at 1/888/227-2423. IN ORDER
FOR A CONTRACTOR TO RECEIVE AN AWARD, they MUST BE REGISTERED in the
CCR System prior to the bid opening. This solicitation will be issued
on or about May 22, 2000, with a tentative closing date on or about
June 22, 2000. This solicitation will be written with a base year and
four- (4) one-year options. Arrangements to visit Laurel Bay and the
Air Station may be made by contacting Bobby Syfrett during regular

Beaufort Naval Hospital or Marine Corps Recruit Depot at 843/228-2685.
All requests for the solicitation MUST BE WRITTEN and must include the
solicitation number N62467-00-B-6545, contractor name, complete
address, area code and phone number, fax number, DUNS number, CCR
number, tax identification number, business size, ethic group and
indicate if woman, minority or foreign owned. The SIC Code is 1611,
Highway and Street Construction, except elevated highways. The size
standard is $17,000,000.00. The estimated range for this project is
between $5,000,000.00 and $10,000,000.00. The Government intends on
issuing the solicitation through the use of the Internet only. All
prospective offerors and plan rooms must register on the web-site. The
entire solicitation, with drawings will be available for viewing and
downloading at http://esol.navfac.navy.mil. The download time may be
excessive. The official planholders list will be maintained and can be
printed from the web-site. Amendments will be posted on the web-site
for downloading. This will be the only method of distributing
amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE
WEB-SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. As an
alternative to the web-site, contractors may purchase copies of a
compact disk (CD ROM) containing the plans and specifications for an
approximate fee of $15.00 from the Defense Automated Printing Service
(DAPS), 2825 Avenue D, Suite B, North Charleston, SC 29408-1802.
