CECOM Acquisition Center Washington intends to issue Draft RFP
DAAB15-00-R-1009 to design, fabricate, and test prototype Improved
Environmental Control Units (IECUs). The solicitation will be issued on
a Full and Open Competition basis; multiple awards are contemplated.
The IECUs will be developed in both Horizontal and Vertical
configurations, in nominal 9kBTUH, 18kBTUH and 36kBTUH cooling
capacities; they will also include heating capability. The IECUs to be
designed are intended to form, fit, and function replace the current
Army inventory of ECUs with improved capabilities in the areas of high
temperature operation, power consumption, weight, noise, diagnostics,
and reliability. The contractor shall select the refrigerant and
components based on sound engineering tradeoffs of the requirements,
cost, and environmental laws regarding ozone-depleting refrigerants.
The refrigerant system shall be of the vapor-cycle type and furnished
with a full charge of refrigerant conforming to ARI 700. Units shall be
designed and constructed in accordance with the Purchase Description
(PD) which will be included in the solicitation package; and approved
commercial, Federal and MIL standards listed in the solicitation
package. It is anticipated that the Draft RFP will be available NLT 30
June 2000 for downloading from the Army's Interactive Business
Opportunity Page, located at
