forecasts of national, international, and Metropolitan Statistical Area
(MSA) economic indexes; and employer health benefits costs, on a
quarterly basis, and provide technical expertise in the area of
economic and demographic analysis for the Defense Contract Audit Agency
(DCAA). Data to be provided in both electronic and printed hard copy
formats. The government must have access to a ten-year horizon. To
qualify, contractor must have at least five years experience
forecasting the economic data similar to that required by the
solicitation. Time spent by economists on equivalent work for an
organization other than the offering company will not qualify for the
five-year experience requirement. The following evaluation factors in
descending order of importance are applicable to the evaluation of
proposals: (1) Ease of Use of Software, (2) Technical Capability &
Compliance with solicitation requirements, (3) Prior Experience, (4)
Accuracy, (5) Past Performance, and (6)Price. Offerors must submit the
following materials/information in order to supply adequate evaluation
information: (1) actual documents & files to be used to meet the
requirements of each line item. The documents and files submitted must
not be older than the 1st quarter 2000. Data should be submitted on a
CD-ROM, SuperDisk/LS-120 MB, or multiple HD diskettes-3.5" and 1.44
MB. (2) Must provide written instructions on how to use any
microcomputer software provided for evaluation, (3) must provide a
complete list of all indexes (National, International, and Metropolitan
Statistical Area) intended to use to meet the requirements of the
solicitation. (4) Past Performance & Prior Experience information as
required in the solicitation. The evaluation of proposals utilizing the
listed evaluation factors may result in award, without discussions with
contractors, or will result in a list of firms considered to be within
the competitive range. The Contracting Officer or designate may elect
to interview contractors within the competitive range. The period of
performance will be for one year with four option years. This will be
an unrestricted procurement. To qualify as a small business concern, in
addition to being independently owned and operated, and not dominant in
the field of operation in which it is bidding on Government contracts,
the concern must have had average annual receipts for the preceding
three fiscal years not exceeding $5 million. The items to be procured
under this acquisition are classified in Standard Classification Code
8732. All responsible sources may submit a proposal, which shall be
considered. The official copy of the solicitation will be provided on
