As part of the Department of Interior's High Level Implementation Project (HLIP), the Bureau of Indian Affairs (BIA) and Office of Hearings and Appeals (OHA) intends to award a sole source contract to LCL Designs to expand the OHA tracking system to BIA, implement an upgrade to the current probate tracking system, and train OHA and BIA staff on the expanded and upgraded system. The development and upgrade shall be fully operational by August 1, 2000 and all training completed no later than October 30, 2000. LCL Designs will provide the following service (1) expand the OHA's current tracking system, including the software package used to develop an interim joint tracking system with BIA agencies, (2) develop an interim desk top tracking system which will allow OHA and BIA management and staff to track probate cases throughout the complete probate system and public access web site which will allow the public to determine status of pending cases, (3) the interim tracking system which is developed must be one that can be easily transferable to the Trust Asset Accounting Management System. In accordance with Far 6.302-1, LCL Designs is uniquely qualified to provide these services based on, (1) their extensive knowledge of the Office of Hearings and Appeals' current system and this knowledge is also critical to the ability to upgrade the system, expand this system to BIA no later than August 1, 2000 and train OHA and BIA employees in operating the tracking system by October 30, 2000.
