RENTS FOR PRIVATIZED MILITARY HOUSING IN ASSOCIATION WITH THE DEFENSE
FINANCE AND ACCOUNTING SYSTEM (DFAS) Operation of an Information System
to Collect, Disburse and Terminate Rents for Privatized Military
Housing in Association with the Defense Finance and Accounting System
(DFAS). THIS IS A REQUEST FOR INFORMATION ONLY; NO PROCUREMENT ACTIONS
WILL BE CONDUCTED. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION
SUBMITTED IN RESPONSE TO THIS REQUEST FOR INFORMATION. Background:
During 1996 the Military Housing Privatization Initiative (MHPI/Public
Law 104-106) was enacted. It provides DOD with many authorities that
may be used to attract capital investment for revitalizing the stock of
military housing. The U.S. Army is currently privatizing military
family housing with a pilot program known as the Residential
Communities Initiative (RCI). In brief, the Army plans to outlease the
land and convey the housing units to a private sector developer, who
will own operate, maintain, renovate and replace them. The primary
source of revenue is the soldiers' Basic Allowance for Housing (BAH)
which they will pay to thedeveloper for rent and utilities. The Army
wishes to require military residents to pay rent through a payroll
allotment in an amount equal to the military members monthly BAH. The
pilot program now includes projects at Fort Carson, CO, Fort Hood, TX,
Fort Lewis, WA, and Fort Meade MD. In scope, this could initially
involve transactions for as many as 14,000 family housing units and as
much as $8 millions of dollars in rents transferred each month. In the
future, this program could be expanded. Request: To aid in this MHPI
effort, the Army is interested in seeking commercial sources for a
system to facilitate the initiation, management, tracking, updating and
termination of military payroll allotments (information). The system
desired should work in connection with the one already in place at
DFAS. Please provide data indicating how your company or organization
can assist with Basic Allowance for Housing allotments. Please indicate
what additional information would assist you with this effort. Data
submitted should include a one-page synopsis and may be supported by as
many as 4 additional pages. Please limit submittals to 5 pages in
