COMMERCE BUSINESS DAILY ISSUE OF MAY 16,2000 PSA#2601D -- WEB PORTAL The Joint Experimentation Directorate (J9) of United
States Joint Forces Command has identified a continuing business
requirement to establish a Web Portal which will provide users with a
single point of information access. In order to fulfill the business
requirement, the Knowledge Management Integration Division (J98) has
been chartered to obtain this capability for the Directorate. The web
portal will be located on the unclassified network, although the
potential may exist to duplicate the functionality on the classified
network as well. The Web Portal needs to enable users to search, view,
share, and act on business/ experimentation information drawn from the
complete spectrum of data sources, including structured databases,
unstructured documents, military intranets and the World Wide Web. The
solution needs to present a unified and user-customizable view of
disparate data sources and needs to deliver a comprehensive set of user
capabilities -- all built on an open, integrated and scalable
architecture that adapts to the specific needs of the organization. The
J9 Web Portal needs to represent a significant innovation in
information sharing technology that will help establish J9 as the
single focal point for Joint Experimentation in the Department of
Defense. This portal must be scalable, secure, and fit into the
military IT infrastructure to provide a solution that will enable J9 to
quickly adapt to the ever changing needs of the US Military. Areas of
special interest to the Joint Experimentation Directorate involves (but
is not limited to) the following areas: Ease of Use / Intuitive, Access
and security, Needs to allow operation on both Intranet, Extranet, and
Internet, Needs to follow NT security Model, Must Interface with
Microsoft Office Suite and Exchange Server, Provided integrated
calendar and scheduling functions, Must interface with Microsoft
Outlook, Provided customizable views of calendars that can be displayed
on the Web, Basic Document Collaboration/Storage, Search capabilities,
and Information push and pull features. The Joint Experimentation
Directorate supports various CINCs, Services, and other government
agencies as well as other national and international level government
agency sponsors. The contractor shall provide a full range of
engineering and technical services which shall include systems
development and support, programming services, requirements definition,
system design, development, verification and validation,
implementation, life cycle support, routine maintenance, facility
requirements, acquisition support, technical services support, research
and development, integrated logistics support, technical data review,
configuration control, operator training, computer security services,
network security requirements, and technical program management
support. The services and supplies required are in support of the above
efforts. The facilities clearance required is Secret and the level of
safeguarding required is Secret. This request is for information only.
Industry is requested to identify features or performance requirements
in the specification that may incur unwarranted cost or schedule risk.
In addition, the identification of requirements that should be added
to the specification is also encouraged. As industry may expect to see
portions of submitted information in future solicitations, no
proprietary information should be submitted. THE GOVERNMENT DOES NOT
INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION
OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. No entitlement to
payment of direct or indirect costs or charges by the Government will
arise as a result of the submission of industry information. The
Government shall not be liable for or suffer any consequential damages
for any proprietary information not properly identified. Proprietary
information will be safeguarded in accordance with the applicable
Government regulations. In addition to the above information, you may
submit information regarding existing contracts where the products and
services you offer are available, i.e. GSA or other contract vehicle.
Interested parties are requested to submit a one page statement
demonstrating their capability to perform the services listed above,
provide information regarding their manpower resources, previous
projects, and experiences with this type of effort. Comments should be
