AFB, CA, is soliciting offers for high powered lighting, in support of
upcoming launches. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is F04684-00T0675 and will be issued as a request
for quotation. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-17. This is a 100% small business set-aside. The SIC code is 8999
and the size standard is $5 million dollars in annual receipts. There
will be two contract line items. The first line item will be for launch
support lighting on July 17, 2000 and the second line item will be for
launch support lighting on August 18, 2000. Lighting shall be supplied
to launch paddeck lighting 360 degrees, 400 foot candles minimum, on
launch vehicle skin line. Contractor will need to setup five days prior
to each scheduled launch and conduct a test of lighting system. The
test will be used to verify remote operability and to focus lights.
Tests need to be ran on a noninterference basis to pad activities. The
lights shall be turned on and off remotely from 4 miles away at a
fallback area, a safe location for turn on/off. The frequency that will
be used for remoting equipment will need to be approved by the Air
Force and Lockheed Martin. Generators that operate equipment shall be
able to run for over four hours. The launches may or may not go on the
scheduled day. Contractor shall be available to operate equipment
until a successful launch, this could be from 24 hours to several
weeks. Work is to be completed on Vandenberg AFB. Equipment shall be
setup five days prior to launches scheduled on July 17, 2000 and August
18, 2000. The provisions at FAR 52.212-1, _Instructions to

service is being procured and will be awarded using simplified
acquisition procedures in accordance with FAR 13. Offerors must submit
a completed copy of the provision at FAR 52.212-3, _Offeror

will proceed to work site from there. Those wanting to attend must

Quotations must be submitted only by written responses by May 31, 2000.
