The Government intends to negotiate an Indefinite Delivery / Requirements type contract with firm fixed price unit prices for the development of curiculum and instruction of an Operational Risk Communication and Management Course, as required by the Naval Environmental Health Center, Norfolk VA. Training will take place in the continental United States as well as overseas. Detailed specifications and delivery requirements will be specified in the solicitation. The resulting contract will be from the date of award thru 12 months with four (4) one-year options. This procurement will be solicited on the basis of full and open competition. The Standard Industrial Code (SIC) is 8299. Part I -- All responsible sources must submit resumes, past performance, and pricing information to the Fleet Industrial Supply Center, Norfolk VA by 4:00pm on the date the offer is due. One (1) instructor is required to teach this course. The instructor must possess as a minimum, a four (4) year baccalaureate degree in a public health or scientific discipline appropriate to the subject matter, five (5) years experience in health risk communication, public affairs, or community relations, and a minimum of three (3) years of instructional experience [one (1) year of experience equates to a minimum of 160 hours of classroom training time per 12 month period]. Offerors shall describe their past performance on similar contracts held within the past three (3) years, which are of similar scope, magnitude, and complexity to that required by this solicitation, or affirmatively state that they possess no relevant, directly related, or similar past performance. Offerors who have held similar contracts shall provide a detailed explanation demonstrating the relevance of the contract to the requirements of this RFP and shall provide the following information: Contract(s) Number(s); name and telephone number of Contracting Officer's Representative (COR), or point of contact at the activity for which the contract was performed; dollar value ofthe contract; description of the work performed, number of subcontractors used, if any, and a description of the extent of the work performed by them. The Government shall assess the risks associated with the offeror's past performance and consider the number, type, and severity of any quality, delivery, or cost related problems in performing the contract, the corrective action taken, and the effectiveness of that action. Only those offerors who are determined successful will continue to Part II. PART II -- offerors will be evaluated on their technical proposal which will be an oral presentation; written material (Contingency Plan, Quality Plan, Travel Plan, and Representative Sample of Student Guide / Manual); past performance, and price. The Government will present identical questions to each offeror to test their knowledge of operational risk communication and management during clarification of oral presentations time. Potential Offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at FISC Norfolk website: www.nor.fisk.navy.mil or at http://neco.navy.mil, and this office will no longer issue hard copy solicitations. The solicitation is expected to be posted on or reasonably there after May 26 2000.
