This announcement supplements the notices published in the CBD on February 3, 2000, and February 23, 2000. These notices related to the construction of facilities and rehabilitation of existing buildings to support a fixed, land-based missile defense system capable of intercepting and destroying limited inter-continental ballistic missiles. The agency is now proceeding under Phase Two of the acquisition process, as stated in paragraph 2.0 of the presolicitation notice dated November 1, 1999. Responses were submitted in accordance with the requirements of the presolicitation notice. In accordance with the November 1, 1999 presolicitation notice, the only eligible offerors on this solicitation are the concerns who responded under Phase I. Due to schedule requirements, the only site being included at this time is the X-Band Radar facility located in Eareckson AFS, Shemya, Alaska. The estimated magnitude of the project is expected to between $100,000,000 and $250,000,000. The RFP will be issued on or aboutJune 1, 2000 with a 60% design, which will be updated, to 90% in July, 2000. Proposals are expected in two increments; technical by July 31, 2000 and cost proposals by September 7, 2000. Award is expected not later than November 22, 2000. A preproposal conference and site visit will be conducted the week of June 12-16, 2000. Names of attendees must be furnished to the contracting officer no later than May 25, 2000.
